This project arose out of the United Nations global ‘Lessons Learned Project’ in which the FWRM and the Pacific
RRRT jointly examined the application of human rights based approach to legislative reform using the Fiji Family
Law Act.1
As a result of examining how civil society mobilized to reform the law in this case, it was thought that
this experience needed to be shared more widely through the development of a ‘toolkit’ which would assist both civil
society as well as government partners in how legislative reform takes place and how to play a role in it.
